He graduated from the Pacific National University in Khabarovsk, in the Russian Far East on Economics and Organization of Engineering Industry.

After 2000 Levintal was President of the Committee on Economics and First Deputy Minister of Economy of the region.

From October 2013 to February 2015 he was the first deputy chairman of the Khabarovsk Territory Government on economic issues.

On 24 February 2015, Levintal was appointed by Presidential Decree as Acting Governor of the Jewish Autonomous Region.

He has the title of "Honored Economist of the Russian Federation", having been awarded with the Order of Friendship, and having received the medals: "For Merit in the All-Russia Population Census", "For Strengthening the Combat Commonwealth", the EMERCOM of Russia "Marshal Vasily Chuikov".
