The committee was a joint project of the State Department and the CIA via the Office of Policy Coordination.
It was developed by George Kennan and Frank Wisner in 1950 and incorporated as a non-profit in 1951.

It was based in Lampertheim in Hesse, Germany, and broadcast Russian-language programmes into the USSR while receiving funding from the U.S. Congress.
Following the Velvet Revolution in 1995, Radio Free Europe/Radio Liberty (RFE/RL) moved to Wenceslas Square in Prague.
