In December 2005, Clutterbuck won the Houston City Council District C race by over 58% of the vote, and has since been re-elected to a second and third term.

At the beginning of January 2008, Mayor Bill White announced that Council Member Clutterbuck would serve as chair of the Budget & Fiscal Affairs Committee and the Ethics Committee.
