Julian was born Antonio Giuliano in Introdacqua, Abruzzo,[1] Italy and emigrated to the United States while a child.
He received an Artium Baccalaureus degree from Boston College in 1925 and a Juris Doctor from Harvard Law School in 1929.
He was in the United States Army Judge Advocate General's Corps during World War II, from 1942 to 1946, achieving the rank of Major.
He served as Chief Judge from 1971 to 1972, assuming senior status on August 1, 1972.
