Subsequently, he was promoted to the rank of Minister-Delegate, serving under the Minister of State for Territorial Administration and Local Collectivities.

[2] As Minister of Territorial Administration and Chairman of the Electoral Commission, he played an important role in the December 1993 presidential election, in which President Omar Bongo was controversially re-elected.

[4] His ministerial portfolio was altered in March 1994, when he was appointed Minister of the Interior, Local Collectivities, and Mobile Security.

He was then moved to the position of Minister of Transport, Merchant Marine, and Fishing, in charge of Tourism and the National Parks, in November 1994.
