Bùi Quang Vinh [ɓuj˨˩ kʷaŋ˧ viɲ˧] (born 8 August 1953 in Hanoi) is the Minister of Planning and Investment of Vietnam.

He is a member of the 11th Central Committee of the Communist Party of Vietnam.
