The Bluegrass Institute for Public Policy Solutions (BIPPS) is a libertarian think tank based in Bowling Green, Kentucky.

In 2005, BIPPS launched KentuckyVotes.org, a website which provides information about Kentucky General Assembly bills, amendments and roll-call votes.
