It was founded by Veteran Trade Unionist and former Chief Minister of Undivided Bihar Bindeshwari Dubey in the year 1963, of which he was its first President.
During the low popularity of former PM Indira Gandhi, after the emergency, Dubey kept a meeting in the Union office of BSWU in Sector 3, Bokaro, in 1979 in which she was a chief guest.
Dubey was variously Union's president and Secretary from its formation until his death on 20 January 1993 (for 30 years continuously).
Shrivastava made his other group of the union with the same name and claimed his group as a real Bokaro Steel Worker's Union (BSWU) in August 1990 claiming Parmanand Tripathi had made a fake list of office bearers.
