The town is named after the city of Boulogne-sur-Mer in northern France, where the Argentine general José de San Martín died in 1850.
National Route 9 also passes through the town, giving direct access to the city of Buenos Aires and to provinces to the west.
While Boulogne Sur Mer itself does not host any universities, its proximity to Buenos Aires provides residents with access to numerous higher education institutions.
Many students from Boulogne Sur Mer commute to universities in the capital or other nearby cities to pursue their tertiary education.
[1] Like many towns in Buenos Aires Province, Boulogne Sur Mer likely offers adult education programs through its secondary schools.
