It is currently represented by Democrat Sabrina Cervantes of Corona.

The district encompasses urbanized and suburban parts of the Inland Empire in northwestern Riverside County.

It forms an arc stretching from Corona in the west to Perris in the southeast, centered on the city of Riverside.

The 31st Senate District has nested within it both the 60th Assembly District, represented by Democrat Corey Jackson; and the 61st Assembly District, represented by Democrat Tina McKinnor.
