Moore graduated from Harvard University with a bachelor's degree in 1958 and with a Ph.D. in 1960 under the supervision of George Mackey (Extensions and cohomology theory of locally compact groups).

With Shiing-Shen Chern and Isadore Singer, he co-founded Mathematical Sciences Research Institute in 1982.

From 1971 to 1979 he was a member of the Board of Trustees of the American Mathematical Society, whose fellow he is.
