Carlos Filomeno Agostinho das Neves (born 20 June 1953) is a Santomean politician.
In 1991, he was President of the Commission of Economic Affairs at the National Assembly, and remained in that position until 1998.
In 1994, he was secretary general of the Independent Democratic Action (ADI) party, and remained such until 2002.
He was later Director of Administrative Department and Public Relations of the National Petrol Agency until 2012.
