Cart Narcs is a lone individual named Sebastian Davis from Burbank, California.

[2][3] The Davis is known for his videos where he confronts retail customers who leave their shopping carts in parking lots.

During an appearance on an episode of Dr. Phil, Davis stated that the group's mission is to ensure public decency.

Although "Cart Narcs" is based in California, they have conducted "investigations" in New Jersey,[3] New York, Texas, Hawaii, Oregon, and Pennsylvania.
