Caspar Stephansen

Caspar Stephansen (23 July 1923 – 11 April 1996) was a Norwegian civil servant.

[1] During the occupation of Norway by Nazi Germany he fled to Sweden and took part in the exiled police corps Rikspolitikorpset.

In 1972 he was promoted from assistant secretary to deputy under-secretary of state in the Ministry of Defence.

From 1974 to 1989 he was the permanent under-secretary of state, the highest-ranking bureaucratic position.
