Charles Smith (5 August 1833 – 25 September 1903) was a member of the Legislative Assembly of Victoria from 1883 until 1892.
He established the malting industry in Victoria in partnership with Jesse Gough, who emigrated to Australia in 1855 with his wife Elizabeth.
Jesse Gough supplied malting barley from England to Charles Smith.
Smith was a councillor of the Town of Richmond from 1871 to 1879, including a period as mayor in 1873–1874.
In 1889, after a change of boundaries, he was elected as member for Jolimont and West Richmond, competing his term in 1892.
