Born in Rush, New York, Germain moved to Milwaukee, Wisconsin Territory in 1843, where he operated a ferry.
[1] Germain was a carpenter, owned a livery stable, and worked for the railroad.
[2][3] During his time as sheriff, he was shot while pursuing two suspects into Vernon County; a bullet remained lodged in his lungs, which reportedly contributed to his death[2] after he fell ill during a business trip to Minnesota in 1878.
