He is also a Fellow of the Royal Society of Arts and serves on the advisory Groups of the Oxford Media Convention and Polis.
From June 2002 to August 2006 he served as Head of the Programme in Comparative Media Law and Policy at Oxford University.
His research interests include media and telecommunications policy and democratic communication.
He has written multiple reports for the Council of Europe and the European Commission and served on their expert groups.
He co-chaired a working group of the Forum on Information on Democracy, and has advised the Organisation for Security and Cooperation in Europe on media freedom.
