Samuels earned his BA from Swarthmore College in 1989 and his Ph.D. from the University of California, San Diego in 1998.
[2] He joined the faculty of the University of Minnesota in 1998, and was named full professor in 2010.
He has published articles in many of the field's top academic journals, and his work has been cited over 2,600 times.
Samuels is co-editor with Ben Ansell and Dawn Teele of Comparative Political Studies.
