Richard Samuel Springer (January 25, 1948 – April 9, 2023) was an American lawyer and politician, who was a member of the Oregon House of Representatives and the Oregon State Senate.

He served in the United States Navy in the Vietnam War.
He died from a heart attack on April 9, 2023, at the age of 75.
