In 1989 he was appointed rector of the Pontifical Lombard Seminary in Rome and in 1997 he became also the National Assistant for the scouts.

[1][2][3] On 9 December 2000, Pope John Paul II named him Bishop of Livorno.

[1] He received his episcopal consecration on 13 January 2001[2] from Cardinal Carlo Maria Martini, Archbishop of Milan.

[3] On 13 December 2004, Pope John Paul named him a consultor to the Congregation for Catholic Education.

[3] In May 2005 he was elected president of the episcopal commission on education of the Italian Bishops Conference.
