Dmitry Georgievich Novikov (Russian: Дмитрий Георгиевич Новиков, born 12 September 1969) is a deputy for the Communist Party in the 7th State Duma of the Russian Federation.

He is first deputy chairman of the State Duma Committee on International Affairs.

He was educated at the Blagoveshchensk State Pedagogical Institute.

He received his degree as a Candidate of Historical Sciences[1] Novikov was sanctioned by the United States Department of the Treasury and the Government of the United Kingdom following the 2022 Russian invasion of Ukraine.
