Elfreda Higgins (born c. 1946) is an American politician who served as a member of the Garden City Council[1] and Idaho House of Representatives from the 16B district.
[2][3] During her tenure in the House, Higgins served as assistant minority leader.
Higgins earned her bachelor's degree in business management from the University of Phoenix.
[4] Higgins defeated Republican nominee Lee-Mark Ruff with 56.6% of the vote in the general election.
[6] Higgins defeated Republican nominee Elizabeth Allan Hodge with 55% of the vote in the general election.
