The draw for the qualification took place on 4 July 2017 in Munich, Germany.
[1][2] Spain France Belgium Greece Turkey Italy Slovakia Russia Ukraine Hungary Czech Republic Slovenia Belarus Montenegro Israel Sweden Croatia Romania Great Britain Poland Netherlands Iceland Lithuania Germany Finland Bulgaria Bosnia and Herzegovina Portugal Estonia Switzerland Albania Macedonia The top team from each one of the eight groups, as well as the six best-finishing second-placed teams, will be qualified.
