Winslow received a Bachelor of Science degree from City College of New York in 1887.
He also served as General Counsel for the National Poultry, Butter and Egg Association.
He was confirmed by the United States Senate on January 4, 1923, and received his commission the same day.
[1] His service terminated on April 1, 1929, due to his resignation following allegations of impropriety in the selection of court-appointed receivers.
[2][3] Following his resignation from the federal bench, Winslow was in private practice of law in Yonkers from 1929 to 1932.
