Frank Albert Picard

Born in Saginaw, Michigan, Picard received a Bachelor of Laws from the University of Michigan Law School in 1912.

He was an assistant prosecuting attorney of Saginaw County, Michigan in 1913.

He was a candidate for the United States Senate from Michigan in 1934.

[1] Picard was nominated by President Franklin D. Roosevelt on February 9, 1939, to the United States District Court for the Eastern District of Michigan, to a new seat created by 52 Stat.

His service was terminated on February 28, 1963, due to his death.
