Francis Joseph Carlucci Carlisle (April 11, 1927 – March 2, 2012) was an American politician.

He served as a Democratic member for the 18th and 27th district of the Florida House of Representatives.

He served in the United States Navy during World War II.

In the same year, he was elected to reoresent the 18th district, succeeding Hugh J. Grainger Jr.
