Hoop was born on 29 April 1871 in Eschen and spent his early years working as a farmer.
He was elected into the Landtag of Liechtenstein as a member of the Christian-Social People's Party in 1918 and served in this position until 1922.
[1][2] Hoop married Berta Batliner (18 November 1870 – 26 February 1906) and they had five children together.
[1][3] One of his sons from his first marriage, Josef Hoop, also pursued a political career and served as the Prime Minister of Liechtenstein from 1928 to 1945.
[4] Hoop died on 15 July 1923, in Eschen, aged 52 years old.
