In 1996, he was appointed the NRP's parliamentary group chairman, but on 4 March 1999, he and Zvi Hendel left the party to establish a new faction, initially named Emunim, later renamed Tkuma.

Prior to the 1999 elections, Tkuma formed an alliance with other small right-wing parties, named the National Union.
