He grew up in a railroad family and worked as a locomotive engine man on the Atlantic Coast Line.
In 1943, he entered U.S. Maritime Service and served in World War II.
In September 1962, he was elected as a Democrat to the Georgia House of Representatives, where he served for 38 years.
[5] He served as Chairman of Regulated Beverages for 27 years, and rewrote many of Georgia's liquor laws.
