Hart T. Mankin (December 26, 1933 – May 28, 1996)[1] was a United States lawyer and judge who served as General Counsel of the Navy from 1971 to 1973.
After leaving the Air Force, he enrolled at the University of Houston Law Center, graduating in 1960.
In 1971, President of the United States Richard Nixon nominated Mankin as General Counsel of the Navy and he subsequently held this office from June 7, 1971, until July 21, 1973.
Upon leaving government service in 1973, Mankin moved to Delaware and became General Counsel of Columbia Gas.
When George H. W. Bush ran for president in the 1988 election, Mankin served as co-chairman of the Delaware Bush-Quayle Committee.
