[4][9] Moskal was born on 11 December 1950 in Zadubrivka, Chernivtsi Oblast[10] into a family of public servants.
During working in the structures of the Ministry of Internal Affairs he was the Deputy Chief of Militsiya in Chernivtsi oblast.
In Verkhovna Rada, he performed duties of the 1st Deputy Chairman of the committee to combat organized crime and corruption.
[21] President Volodymyr Zelenskyy dismissed Moskal and replaced him with Ivan Duran as acting Governor on 11 June 2019.
