Born in Philadelphia, Pennsylvania, Hutton received an Artium Baccalaureus degree from Lincoln University in 1959 and a Juris Doctor from Temple University School of Law in 1962.
He was an attorney with the Pennsylvania Housing and Home Finance Agency from 1962 to 1964.
He was a hearing officer for the Board of Revision of Taxes in Philadelphia from 1982 to 1988.
[1] Hutton was nominated by President Ronald Reagan on May 17, 1988, to a seat on the United States District Court for the Eastern District of Pennsylvania vacated by Judge Clarence Charles Newcomer.
