Hugh Mackay (1832 – April 2, 1890) was a Scottish-born businessman and political figure in Quebec.
He was a member of the Legislative Council of Quebec representing Victoria division from April 4 to 13 in 1888.
He was born in Caithness, the son of Angus Mackay and his wife Euphemia.
He was employed by Joseph Mackay and Sons which was owned by his uncles, becoming a partner in 1856.
Mackay later moved to Saint Louis, Missouri, where he died at the age of 57.
