James W. Ross

Ross was one of eight senators appointed directly by the Queen on the advice of Prime Minister Brian Mulroney under Section 26 of the Constitution Act, 1867 to pass the Goods and Services Tax.

So, Mulroney utilized a previously unused constitutional provision that would allow him to temporarily expand the size of the upper house by a total of eight senators (two per region) in order to ensure he had enough votes to enact the GST into law.

A businessman by trade, Ross resigned from the Senate in May 1993, after only 972 days, to return to public life.

In 1994, he founded Partners For Youth Inc., a non-profit organization built on a community partnership model that uses adventure-based counseling to help young people.

Hence, Ross and Michael Forrestall sat as senators representing the Maritimes rather than a particular province.
