James Wellborn[a] Starnes (July 19, 1817 – June 30, 1863) was a North Carolinian planter and an officer in the Confederate States Army during the American Civil War.

[2] He was appointed colonel of the 4th Tennessee Cavalry, and commanded a brigade under Bedford Forest.
