Her grandfather Chang Jui-Chen once owned the Miyahara Ice Cream building.

Chang and her older sister were born in West Germany while their father was studying in graduate school at the University of Munich.

She attended National Taipei University and obtained a bachelor's degree in law.

In June 2010, Chang graduated from the Institute of Industrial Economics at National Central University with a master's degree.
