He practiced in Lexington, Missouri, where he served as city recorder from 1890 to 1891, and mayor from 1896 to 1900.
Welborn served on the board of regents for the Warrensburg Normal School, and was a delegate to the Republican National Convention in 1900.
Welborn was an unsuccessful candidate for reelection in 1906 to the Sixtieth Congress.
Welborn died in Lexington on October 27, 1907, just seven months after the end of his term in Congress.
