Joseph James Russell (August 23, 1854 – October 22, 1922) was a U.S. Representative from Missouri.
He was admitted to the bar in 1876 and commenced practice in Charleston, Missouri.
He graduated from the law department of the University of Missouri in 1880.
He served as School commissioner for Mississippi County in 1878 and 1879.
He served as a delegate to the Democratic National Convention in 1884.
