[7][8] Waugh commenced his career as a clerk in the professional division of the Commonwealth Crown Solicitor's Office in the New South Wales branch on 17 March 1919.
On 7 December 1925, he entered into matrimony with Bertha Winifred Simm at the Holy Trinity Church in Kew, Melbourne, following Anglican traditions.
From November 1926, he assumed responsibility for the Canberra office until the crown solicitor relocated there from Melbourne the subsequent year.
