He is an alternate member of the 19th Central Committee of the Chinese Communist Party.
Lan was born in Yizhou District, Hechi, Guangxi, in October 1962.
[citation needed] In 2007, he earned a master's degree in public administration at Nanyang Technological University in Singapore.
In 2011 he became vice-chairman of the Guangxi Zhuang Autonomous Region Committee of the Chinese People's Political Consultative Conference, rising to chairman in 2018.
