Eau Claire was originally incorporated as a city in 1872, utilizing the mayor-council form of government.

The first mayor of Eau Claire was Hiram P. Graham, a pioneer businessman who also served as a state senator.

The longest-serving city manager was Don T. Norrell, who served from September 1991 to December 2005.
