In 1995, he completed a Bachelor of Arts degree in Economics and Accounting & Financial Management at the University of the South Pacific in Fiji.
Taupo was the Registrar of Companies and Co-operative Societies, and Tuvalu's Deputy National Authorizing Officer for the European Union Funds.
He resumed diplomatic duties for Tuvalu in late 2002, when he was appointed his country's Minister-Counsellor and Deputy Permanent Representative to the United Nations.
[2] The newly established Permanent Mission in New York represented Tuvalu to the UN and supported its leading role as Vice-Chairman of the Alliance of Small Island States (AOSIS).
Taupo was a member of the Development Coordinating Committee of the Tuvalu Government, and chairman of the Sub-Committee of the Parties to the Nauru Agreement.
Taupo was posted to the Republic of China (Taiwan) in 2013 as Ambassador Extraordinary and Plenipotentiary, entrusted with the task of establishing the Embassy of Tuvalu in Taipei.
[6][7][8][9][10][11] In September 2019, he led the delegation of the newly formed government to the United Nations (UN) General Assembly 74th Session and delivered Tuvalu's statement.
[13] Taupo was appointed Officer of the Order of the British Empire (OBE) in the 2019 New Year Honours for contribution to public services.
