Noel Leicester Clarke (1 June 1885 – 1 March 1960) was a doctor, member of the Legislative Council of the Straits Settlements and leader of the Eurasian community of Singapore.

In 1925, he served on the Straits Settlements and Federated Malay States Medical Council.
