Oliver Phelps Chandler was born in Peacham, Vermont on May 29, 1807.
He graduated from Dartmouth College in 1828, studied law, was admitted to the bar, and began a practice in Woodstock.
[3] Chandler was also involved in several business ventures, including serving as President of the Woodstock National Bank.
[4] Initially a Whig, and later a Republican, from 1836 to 1838 Chandler was Windsor County State's Attorney.
[7][8] Chandler served as a trustee of Norwich University from 1849 to 1853.
