He lived in Ohio, Kansas, and Colorado before traveling west to Sacramento, California in 1861.
He married Maria (Marie) Catharina Schaume (1841–1895), a native of Germany who had immigrated in 1864, living first in San Francisco and then Canyon City.
Metschan served as Oregon State Treasurer from 1891-1899, and then bought the Imperial Hotel in Portland.
[1] His son, Phil Metschan Jr., helped him run the new Imperial Hotel, built in 1910.
He lost to Julius Meier, Joseph's law partner, who ran as an independent candidate.
