Born in Richmond, California, Pro received an Associate of Arts degree from Contra Costa Community College in 1966, a Bachelor of Arts degree from San Francisco State University in 1968, and a Juris Doctor from Golden Gate University School of Law in 1972.
After serving as a law clerk to Judge William P. Compton of the Eighth Judicial District Court of Nevada from 1972 to 1973, Pro worked as a deputy public defender in Las Vegas, Nevada from 1973 to 1975.
He was an Assistant United States Attorney in Las Vegas from 1975 to 1978.
[2] Pro was nominated by President Ronald Reagan on May 5, 1987, to a seat on the United States District Court for the District of Nevada vacated by Judge Harry E. Claiborne.
[2] Since his retirement from the federal bench, Pro has served as an arbitrator and mediator at the alternative dispute resolution firm JAMS.
