He currently serves as a Cabinet Minister in the State Government of Meghalaya for the departments of education,[2] border areas development and general administration department.
[3] Rakkam was an assistant lecturer at Baghmara higher secondary school.
[4] He started his political career as an Independent candidate contesting from the Rongara-Siju Asssembly Constituency in the year of 2013 at the age of 29.
[5] In 2018 he joined the National Peoples Party and again contested from the same constituency and won in 2018 Meghalaya Legislative Assembly Election.
[6] Rakkam contested from the same constituency in 2023 Meghalaya Legislative Assembly Election and won with a huge majority,[7][6] this time his party made him a cabinet minister and gave responsibilities of ministries of 3 departments namely Education Department, Border areas development, General Administration Department.
