Richard Payl (Pawlie, Payli, Paylus or Pulley) was a 15th-century Dominican friar.
He was appointed the bishop of the Diocese of Dromore by Pope Gregory XII on 30 December 1407 and was consecrated sometime before 11 November 1408.
[4] Payl was translated to the bishoprics of Mann[5] and The Isles[6] by Antipope John XXIII on 30 May 1410.
