Richard Bernhard With (18 September 1846 – 9 February 1930) was a Norwegian ship captain, businessman, and politician for the Liberal Left Party.
He was a son of shipmaster Sivert Regnor With (1810–97) and his wife Anne Bergitte Dahl (1814–ca 1875).
[2] [3] Richard With realized a growing transportation need in the region, particularly due to the widespread herring fishing, and was the driving force in the creation of the ferry service Vesteraalens Dampskibsselskab in 1881.
Trade routes were set up between Lofoten, Vesterålen and Senja in the north and Bergen in the south.
The shipmaster was renowned polar explorer Otto Sverdrup, and the route propelled growth of a modern society in the Svalbard archipelago.
With was a leader of the Nordlendingenes Forening, an association of former residents who had relocated from the counties of Nordland, Troms and Finnmark in Northern Norway.
