He played college golf at the University of Texas at El Paso (UTEP).

He won four tournaments while at UTEP and was elected into the El Paso Golf Hall of Fame in 1984.

Todd joined the PGA Tour in 1990, earning his card through qualifying school.

The following year he won the Ben Hogan Dakota Dunes Open.
